The National Community Action Foundation (NCAF), the federal advocate for the national network of Community Action Agencies, today released the following statement in response to the unanimous, bipartisan passage of an amended version of the “Weatherization Enhancement and Readiness Act of 2025,” also known as H.R.1355, by the House Energy and Commerce Committee.

“From improving ventilation to adding insulation, the Weatherization Assistance Program (WAP) is essential to ensuring low-income households across the country stay warm in the winter and cool in the summer – saving more than just money and energy, in some cases, saving the lives of children and seniors during extreme weather events.

This important piece of legislation would authorize WAP through Fiscal Year 2030, helping to ensure the continuation of this essential program for the next four years. It also raises the Average Cost Per Dwelling Unit (ACPU) to $12,000, helping to keep pace with the rising costs of home materials and labor costs. And lastly, it makes a minor change to ensure that reporting better assesses grant use.

Thank you to Rep. Paul Tonko for being a tremendous champion for weatherization over the years and for leading the charge on such a crucial piece of legislation. I’m also grateful to House Energy and Commerce Committee Chair Rep. Brett Guthrie for his leadership and stewardship. Rep. Guthrie is a chairman who, when he promises action, comes through, as he did here. Thank you as well to Ranking Member Rep. Frank Pallone and committee staff from both parties for their hard work and dedication to ensuring the continuation of this program. And while I’m particularly appreciative, I know that ultimately, the folks who will be most appreciative of this work are the tens of thousands of Americans who will benefit, both through weatherization assistance and related job opportunities.
